What works? Regionale Auswirkungen von Hochschulgründungen und der Fall der neuen TU Oberösterreich
Die volkswirtschaftlichen Effekte von Hochschulgründungen sind nicht einfach nachzuweisen, weil die Richtung der Kausalität zunächst nicht klar ist. Die vorliegende Studie konzentriert sich auf Ergebnisse von wissenschaftlichen Arbeiten, welche dieses Problem lösen und tatsächlich die kausalen Auswirkungen von Hochschulen nachweisen können. In Summe gibt es wenig Zweifel, dass neue Hochschulen und höhere Ausgaben für Hochschulen zu höherer regionaler Wertschöpfung führen. Auf Basis internationaler und österreichischer Evidenz ergibt sich folgendes Bild: Nimmt man an, dass die neue TU 300 Vollzeitbeschäftigte hat und so auf regionale Arbeitsproduktivität wirkt, wie die bestehenden Hochschulen das tun, dann würde ihre Gründung in der langen Frist einen Zuwachs der Bruttowertschöpfung von 249 bis 500 Euro pro Beschäftigten im Zentralraum Oberösterreich Jahr bedeuten. Für ganz Oberösterreich bedeutet das einen Gewinn im Bruttoregionalprodukt von zwischen 99 und 200 Millionen Euro pro Jahr.
