Summary in English *Liberalisation and employment conditions - the evidence of public utilities, public transport and domiciliary health care in the Netherlands. *<br /> In this working paper, the political process of liberalisation of public service provision in the Netherlands is related to the development of the employment conditions of the workforce involved. The relationship between liberalisation and employment conditions is much neglected in the literature, and is by no means one-dimensional. Both the rule of law, the relative scarcity of demand and supply in the labour market and firm-level HRM-policies determine the nature and development of employment conditions. The paper thus combines a public choice argument about market building and government regulation in case of market failures, with a sociological-juridical account of the change in employment conditions for employees in three sectors: public utilities, public transport and domiciliary health care. The sectoral analysis is enriched with case-studies about the internal labour market of three leading companies that are both subject and object of the liberalisation process. The analysis concludes with an argument about the institutional preconditions of a successful process of market creation and liberalisation. h3. Nederlandse samenvatting In dit working paper wordt het onderwerp marktwerking gerelateerd aan de arbeidsvoorwaardenontwikkeling van werknemers in drie sectoren: de energie sector, het openbaar vervoer en de thuiszorg. De relatie tussen marktwerking en arbeidsvoorwaarden is zelden systematisch onderzocht en blijkt allesbehalve eenduidig te zijn. Bij condities van marktwerking worden de arbeidsvoorwaarden beïnvloed door de wet- en regelgeving, de schaarsteverhoudingen tussen vraag en aanbod op de arbeidsmarkt en het strategisch personeelsbeleid van werkgevers en werknemers ten aanzien van de loonvorming. De analyse in dit paper combineert aldus een welvaarts-economische argumentatie over marktwerking en overheidsinterventie bij marktfalen, met een sociaal-juridische analyse van de ontwikkeling van de arbeidsverhoudingen, het personeelsbeleid en de arbeidsvoorwaarden in de onderneming. De empirische analyse van de drie sectoren wordt bovendien aangevuld met een beschouwing van de werking van de interne arbeidsmarkt bij drie leidende bedrijven, die zowel onderwerp als object zijn van de liberalisering en privatisering. In de conclusies worden de institutionele voorwaarden voor een succesvolle marktwerking aangegeven.
