Non-Revenue Water Performance : Insights from State-Led and Community-Based Water Management Regimes in Ghana
This paper provides comparative insights into non-revenue water in the two management regimes in a small town water system in Ghana. Using interviews, and water production and consumption records for the first three years of each management regime, we run a comparison of the percentage of non-revenue water using paired sample t-tests. Statistically, the percentage of non-revenue water was 5.6944 higher in community-based water management than the state-led water management, making the state-led management relatively effective. This calls for a reexamination of the appropriateness of community-based management of water systems in small towns
