БАЛАНС ІНТЕРЕСІВ УЧАСНИКІВ МІСЬКИХ ПАСАЖИРСЬКИХ ПЕРЕВЕЗЕНЬ В СФЕРІ ТАРИФОУТВОРЕННЯ

Розкриваються основні завдання встановлення тарифів на міські пасажирські перевезення та зображений баланс інтересів між його учасниками. Встановлені цілі органів державної влади, операторів процесу перевезень та користувачів послуг щодо ефективності здійснення міських пасажирських перевезень. Аналізуються ситуації щодо прийняття рішень встановлення рівнів тарифів на громадському транспорті. Розглядається термін «цінова дискримінація» на основі поїздок та пасажирів.Setting tariffs for urban passenger transport aims to achieve a balance of interests and the interests of customers of the carrier, the carrier effective functioning, full cost recovery of urban passenger transport and private investment in order to improve the economic efficiency of the transportation of passengers. The objectives of the government to improve the socio-economic efficiency of urban passenger transport are: constant increase of user; setting low prices and tariffs; balancing prices and improved social cohesion; minimize public subsidies. For operators of the effect of the transport of passengers must: costs and maximize profits; creating attractive public transport systems. The main terms of the effect of consumers are: minimizing transport costs; quality conditions of carriage; timing and speed of delivery; safety and health of consumers of transport services. At the present public transport, there are three situations decisions on tariffs: acts of power; solution offers operators and operators. To indicate all kinds of variations in the practice of charging identical rates for all passengers and travel can be used the term «price discrimination». Price discrimination based travel reflects a situation where the price depends on the characteristics of the trip. There are the following categories of tariff structure: a fixed fare, zonal tariff rate based on distance. Price discrimination based on passengers reflects the situation where the price depends on the characteristics passenger. Thus, the formation of the structure of the tariff for services in public transport is a complex process and requires constant review and improvement.
