Russian abstract: История и опыт строительства инфраструктуры, а также устойчивости инфраструктуры в условиях чрезвычайной ситуации не дает никаких оправданий государственному вмешательству, государственной помощи и инвестициям. Государственный контроль и инспекции не гарантируют высокого качества – лучшего чем обеспечивается свободной конкуренцией. Государственные инвестиции вредят как коммерческой эффективности, так и качеству инфраструктуры, что неизбежно проявляется и при чрезвычайных ситуациях. English abstract: The history and experience of building infrastructure, as well as the experience of the resilience of roads and power plants, manifested in an emergency, does not justify government intervention, government assistance, and publicly funded investment. State control and building quality inspections do not guarantee high quality - better than quality standards necessary to survive and succeed under tough free market competition. Public investment harms both commercial efficiency and the quality of infrastructure, which inevitably manifests itself in emergency situations
