This article reviews the essence of economic clusters, groups of major participants, common characteristics of all clusters, types of clusters, sources of cluster formation. It is the research of main directions of a positive clusters' influence on the development of competitive advantages. It is shown the distinctions of dirigist and liberal models of cluster policy, its differences from industrial type, examples of successful cluster initiatives and major functions of a government in this process.
