การวิเคราะห์วาทกรรมเชิงประจักษ์ ว่าด้วยความสัมพันธ์ระหว่างอัตราค่าจ้างขั้นต่ำและการลงทุนภาคเอกชนภายในประเทศ (An Empirical Discourse Analysis on Correlations between the Minimum Wages and Domestic Private Investment)

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อวิเคราะห์วาทกรรมในเชิงประจักษ์ ว่าด้วยความสัมพันธ์ระหว่าง อัตราค่าจ้างขั้นต่ำ และการลงทุนภาคเอกชนภายในประเทศ ซึ่งเป็นส่วนหนึ่งของข้อวิพากษ์วิจารณ์ โดยผู้มีอำนาจหน้าที่ จากทั้งภาครัฐและภาคเอกชน โดยเฉพาะอย่างยิ่ง ภายหลังการประกาศนโยบายประกันรายได้อัตราค่าจ้างขั้นต่ำของผู้ใช้แรงงานอยู่ที่ 300 บาทต่อวัน ของพรรคเพื่อไทย ด้วยวิธีวิทยาเชิงปริมาณขั้นสูง โดยนำข้อมูลอนุกรมเวลาของ อัตราค่าจ้างขั้นต่ำ การนำเข้าสินค้าทุน และปริมาณการจำหน่ายเครื่องจักรและอุปกรณ์ภายในประเทศ มาวิเคราะห์ด้วยสถิติขั้นสูง การวิเคราะห์ถดถอย และการทดสอบความสัมพันธ์เชิงดุลยภาพในระยะยาวด้วยวิธีของโจฮานเซน ด้วยการวิเคราะห์ถดถอย พบว่า อัตราค่าจ้างขั้นต่ำมีความสัมพันธ์ในทิศทางเดียวกัน ทั้งกับการนำเข้าสินค้าทุน และปริมาณการจำหน่ายเครื่องจักรและอุปกรณ์ภายในประเทศ ขณะที่การทดสอบความสัมพันธ์เชิงดุลยภาพในระยะยาวด้วยวิธีของโจฮานเซน กลับชี้ว่า ล้วนแล้วแต่ไม่มีความสัมพันธ์เชิงดุลยภาพในระยะยาวใดๆ ต่อกัน ภายใต้สถานะผู้มีอำนาจหน้าที่ การกล่าวอ้างว่าการขึ้นของอัตราค่าจ้างขั้นต่ำ จะส่งผลกระทบต่อการลงทุนภาคเอกชนภายในประเทศ จึงมิใช่การบกพร่องโดยสุจริต แต่เป็นอีกตัวอย่างหนึ่งของกระบวนการการต่อสู้เชิงวาทกรรม ว่าด้วยความไม่เป็นธรรมทางเศรษฐกิจ และการกดขี่ทางชนชั้น อันเป็นรากเหง้าของปัญหาเชิงโครงสร้าง ที่ยังคงดำรงอยู่ในสังคมไทย This research has an objective to empirically analyze on the discourse about correlations between the minimum wage and domestic private investment, which has been criticized severely by the authorities from both the public and private sectors, especially since the Pua Thai Party’s policy announcement on the guarantee of labors’ minimum wage at 300 baht per day. The research employs an advanced quantitative methodology, analyzing time-series data of the minimum wage, import of capital goods and domestic machinery sales by advanced statistical methods, regression analysis and the Johansen Cointegration Test. The regression analysis reveals that the minimum wage correlates in the same direction with both imports of capital goods and domestic machinery sales, whereas when applied the Johansen Cointegration Test, the findings surprisingly indicate that they do not possess any cointegration. Under the superior status of the authorities, the claim that the minimum wage increase will affect the domestic private investment is not a good-faith mistake but an effort of discourse fights on the economic unfairness and social-class discrimination, which is still the root of Thailand’s important structural problems.
