Vorwort: Dieses Buch unternimmt das Wagnis, den Leserinnen und Lesern ein Gebiet nahezubringen, das bislang noch gar nicht als einschlägige Lehr- und Lehrbuchdisziplin gelten kann und das an den deutschen Hochschulen eine eher untergeordnete Rolle spielt. Diese Tatsache wird der Situation aber nicht gerecht, weil die Industrie auch weiterhin der wichtigste Sektor der europäischen Volkswirtschaften ist. Denn sie ist es, die die meisten Güter herstellt, und durch sie wird technischer Fortschritt überwiegend realisiert. Diese große praktische Bedeutung wird auch nicht dadurch wesentlich gemindert, daß der Anteil der industriellen Arbeitsplätze an der Gesamtheit der Arbeitsplätze und der Wertschöpfungsbeitrag der Industrie zum Sozialprodukt kleiner werden. Außerdem wird das Thema »Industriepolitik«in der wissenschaftlichen Literatur und in der Öffentlichkeit immer breiter und intensiver diskutiert, wobei die Meinungen aber die Notwendigkeit von Industriepolitik in der Marktwirtschaft weit auseinanderklaffen und selbst noch unklar ist, was unter Industriepolitik überhaupt zu verstehen ist. Diese Ausgangslage hat mich bewogen, das Wagnis einzugehen und Industriepolitik als Fachgebiet in einer Monographie darzustellen, obwohl eine endgültige Stoffabgrenzung noch nicht gefunden ist und mit dem Buch auch nicht angestrebt wird. Diesem Buch ist eine mehrjährige Lehr- und Forschungstätigkeit zu den angesprochenen industriepolitischen Themengebieten vorangegangen. Dementsprechend sind die Erkenntnisse und Erfahrungen aus der wissenschaftlichen Beschäftigung mit der Thematik und aus den Diskussionen mit den Studierenden in das Buch eingeflossen. Es soll wissenschaftliche Bestandsaufnahme und Darstellung sowie Lehrbuch zugleich sein und eine Lücke im Lehrbuchangebot schließen. Das Buch wendet sich an diejenigen, die sich im Rahmen eines Studiums oder einer beruflichen Tätigkeit einen genaueren Einblick in das Fachgebiet der Industriepolitik verschaffen möchten. Es werden, abgesehen vom zweiten Kapitel, keine besonderen Kenntnisse der ökonomischen Theorie vorausgesetzt. Die verwendeten Begriffe werden, soweit erforderlich, erklärt. Das Buch sucht seine Leser deshalb im Kreis aller derer, die, sei es als Lernende, Lehrende, Wissenschaftler oder Praktiker, mit der Industrie und ihrer Beeinflussung durch Staat und Verbände zu tun haben. Die ausführliche Gliederung vermittelt den Leserinnen und Lesen schnell einen Überblick über die behandelten Themen. Trotzdem möchte ich kurz einige Ausführungen zum Inhalt machen, weil das Buch vom Aufbau wirtschaftspolitischer Lehrbücher teilweise abweicht. Der I. Teil folgt einem bekannten Schema, nach dem die Ziele, Träger und Instrumente der Industriepolitik dargestellt und theoretische Begründungen für Industriepolitik geliefert werden. Das einleitende Kapitel bringt eine begriffliche, historische und statistische Abgrenzung bzw. Einordnung der Industriepolitik. Hervorheben möchte ich die besonders ausführliche Behandlung der Träger oder Akteure, wie sie meines Wissens bislang auch in keinem wirtschaftspolitischen Lehrbuch zu finden ist. Der II. Teil knüpft am Kapitel "Überblick über die Instrumente" des 1. Teils an. Es werden einzelne Instrumente bzw. industriepolitische Aktivitätsfelder, z.B. die anlagenbezogene Immissionsschutzpolitik, ausgewählt und in gesonderten Kapiteln eingehender dargestellt. Dabei habe ich mich bemüht, neben theoretischen Analysen den Praxisbezug nicht zu kurz kommen zu lassen. Praxisbezug heißt, daß konkrete Regelungen der Industriepolitik, z.B. im Rahmen des Kreislaufwirtschafts- und Abfallgesetzes oder der Subventionsgewährung, dargestellt werden.
