Metropolregionen: Zukunftsthema oder Zeitgeist?

Der Begriff der Metropolregion hat in der wissenschaftlichen Diskussion und in der Praxis der Raumordnung bzw. -entwicklung sowohl in Deutschland wie auch in Europa seit den 1990er-Jahren einen Aufschwung erlebt. Der einführende Beitrag "Metropolregionen: Zukunftsthema oder Zeitgeist" wirft einen Blick auf die Anlässe und die Rahmenbedingungen von Metropolregionen als Konzept der Raumordnung. Dabei wird deutlich, dass Metropolregionen mit Blick auf die Raumordnung unterschiedliche und durchaus auch die Zielsetzung gleichwertiger Lebensbedingungen infrage stellende Implikationen haben können. Angesichts ambivalenter Vermutungen zu den Wirkungen des Konzepts stellt der Band die Frage in den Mittelpunkt, welche Annahmen zu Erklärungsansätzen und Determinanten der Entwicklung von Metropolregionen theoretisch belegt und wissenschaftlich nachvollzogen werden können. Der Beitrag erläutert diesbezüglich den Argumentationsgang des vorliegenden Bandes, der neben defi nitorischen und diskursanalytischen Erkundungen sowie Erklärungsansätzen von Metropolregionen auch Anforderungen in Bezug auf ihre Leistungsfähigkeit thematisiert. Dies veranschaulicht, welche Bandbreite an Themenfeldern und Theorieansätzen in Verbindung mit Metropolregionen angesprochen werden können, von denen wichtige ausgewählte Aspekte in den folgenden Beiträgen vertieft werden.

Since the 1990s, both in Germany and in Europe generally, the term "metropolitan region" has seen an upsurge in use both in academic discussion and in the practice of spatial planning and development. This introductory article - "Metropolitan regions: a topic with a future, or the zeitgeist?" - considers the circumstances and parameters associated with metropolitan regions as a concept within spatial planning. As the article makes clear, from the perspective of superordinate spatial planning, metropolitan regions may harbour a range of quite different implications, including some which call into question the overriding goal of securing balanced living conditions throughout the national territory.Given the ambivalence of assessments of the effects attributable to this concept, this collection of papers focuses primarily on the question as to which assumptions relating to the determinants of, and to explanations for the development of, metropolitan regions are amenable to theoretical underpinning and scientific confirmation. To this end, this article sets out the line of argumentation which characterises the present publication, which, in addition to exploring defi nitions and discourses on the subject, also addresses explanatory approaches associated with metropolitan regions and the demands which are placed on them in respect of effi ciency and performance. It demonstrates in particular just how broad a spectrum of issues and theoretical positions can be approached through the notion of metropolitan regions. Some of the most important aspects of these have been selected for more detailed exploration in the papers which follow.
