Die wirtschaftliche Entwicklung im Ausland : weiterhin schwaches Tempo der weltwirtschaftlichen Expansion

Die Weltwirtschaft ist auch in diesem Sommer nicht in Fahrt gekommen. Im Gegenteil haben zunehmende strukturelle Probleme in den Schwellenländern zu einer deutlichen Wachstumsverlangsamung geführt und belasten die internationale Konjunktur. Vor allem in China mehren sich - trotz massiver wirtschaftspolitischer Stützungsmaßnahmen - die Anzeichen einer erneuten Verlangsamung der gesamtwirtschaftlichen Expansion. Die sich abschwächende Nachfrage aus China belastete den internationalen Handel und traf insbesondere die rohstoffexportierenden Schwellenländer. Sie war allerdings auch in den exportorientierten fortgeschrittenen Volkswirtschaften, wie Deutschland und Japan, zu spüren. Die schwache Ausweitung der weltwirtschaftlichen Produktion im ersten Halbjahr war auch auf Sonderfaktoren zurückzuführen, z.B. auf witterungs- und streikbedingte Behinderungen in den USA. Dort nahm die Produktion im Verlauf des ersten Halbjahres aber wieder rascher zu. Im Euro-Raum setzte sich die konjunkturelle Erholung trotz der wieder gestiegenen Unsicherheit über den weiteren Reformkurs in Griechenland fort. Die internationale Konjunktur dürfte in den kommenden Monaten eher schwach bleiben. Darauf deuten mehrere Indikatoren hin. So lässt der RWI/ISL-Containerumschlagindex keine durchgreifende Besserung des Welthandels im Juli erwarten. Erste Indikatoren für das dritte Quartal in China sprechen für einen erneuten Rückgang des Expansionstempos. Etwas stärkere Impulse für die Weltwirtschaft sind dagegen von den fortgeschrittenen Volkswirtschaften zu erwarten. Trotz der bevorstehenden Zinswende dürfte die Konjunktur in den USA aufwärts gerichtet bleiben. Im Euro-Raum dürfte sich die Erholung in den Krisenländer fortsetzen. In Japan ist mit einer Rückkehr zu einem moderaten Wachstum zu rechnen, nachdem die Produktion im zweiten Quartal zurückgegangen war. Insgesamt dürfte die weltwirtschaftliche Produktion (gewichtet mit Kaufkraftparitäten) in diesem Jahr um 3,0% und im kommenden Jahr um 3,3% expandieren. Die schwache Weltkonjunktur bleibt anfällig für Schocks, wobei in dem gegenwärtigen Umfeld die negativen Risiken überwiegen dürften. Vor allem ist es nach wie vor nicht sicher, ob China der graduelle Übergang zu einem binnenwirtschaftlich, vor allem vom Konsum getragenen Wachstum gelingt. Die jüngsten Turbulenzen an den Aktienmärkten belegen eindrücklich die Gefahr, die mit einer Zinswende nach einer langen Phase ungewöhnlich tiefer Zinsen verbunden sein könnte, etwa ufgrund massiver Kapitalabflüsse aus den Schwellenländern mit den entsprechenden Wechselkursreaktionen. Im Euro-Raum besteht durch die bevorstehenden Neuwahlen in Griechenland das Risiko, dass die kürzlich mit dem dritten Hilfspakt verbundenen Vereinbarungen durch die neue Regierung wieder in Frage gestellt werden.
