Ehrbarer Staat? Wege und Irrwege der Rentenpolitik im Lichte der Generationenbilanz
Gemäß der aktuellen Generationenbilanz belaufen sich die impliziten Staatsschulden derzeit auf rund 165 Prozent des BIP. Fast die Hälfte davon entfällt auf die gesetzliche Rentenversicherung - den ausgabenstärksten Sozialversicherungszweig. Vor diesem Hintergrund wirft diese Studie einen kritischen Blick auf zwei ausgewählte rentenpolitische Maßnahmen: die "Rente mit 63" und den Kompromiss der Großen Koalition zur Grundrente. Dabei zeigt sich, dass die "Rente mit 63" einer Subventionierung des vorzeitigen Renteneintritts vergleichsweise gut versorgter Versicherter entspricht, während die sogenannte Grundrente nicht nur deutlich teurer ausfallen wird als veranschlagt, sondern auch mit fundamentalen Prinzipien der Sozialpolitik bricht. Will man die implizite Verschuldung abbauen und dabei weder zukünftige Rentner noch zukünftige Beitragszahler einseitig und über Gebühr belasten, kommt man angesichts der stetig steigenden Lebenserwartung nicht um eine Verlängerung der Lebensarbeitszeit herum. Als intergenerativ gerecht und im Hinblick auf die fiskalische Nachhaltigkeit günstig kann ein konstantes Verhältnis zwischen der Dauer der Beitragszahlungen und der Rentenbezugszeit für gegenwärtige und zukünftige Generationen gelten. Durch den in dieser Studie vorgeschlagenen "Lebenserwartungsfaktor" zur Anpassung des Renteneintrittsalters ließe sich dieses Ziel erreichen. Darüber hinaus könnte mit diesem Konzept die implizite Verschuldung der gesetzlichen Rentenversicherung fast um die Hälfte gesenkt werden könnte.
