2025 digital decade ehealth indicator study : final report

This report presents the annual monitoring exercise of the Digital Decade eHealth target "100% of EU citizens having access to their electronic health records (EHR) by 2030." It provides an update on the EU-27, Iceland, and Norway, as of 31 December 2024. The average maturity score for the EU-27 is 83%, a four-point increase since 2023. Sixteen Member States (59%) improved in score as more data types are available, and more healthcare providers are connected and sharing data. Compliance with the European Digital Identity (EUDI) Regulation and population coverage have also increased. Additionally, the legal and functional framework for supporting disadvantaged groups has improved. However, connected healthcare providers still largely belong to the public sector, and access to several data categories, especially medical images, and medical devices/implants, remains limited. Moreover, authorised persons and legal guardians' access to data on behalf of others is still limited. As countries reach higher maturity, additional effort will be required to achieve population-wide access to EHR that includes various types of data from different healthcare providers in a secure and accessible way. This target aligns with the European Health Data Space (EHDS) Regulation which sets mandatory requirements for guaranteeing access to EHR for all citizens.
