A framework for monitoring the impact of 5G public private partnership and the associated key performance indicators (KPIs) : final report
This study provides recommendations for the development of an innovative approach to monitoring and evaluation by creating a 5G Observatory that will gather 5G PPP monitoring results and information from other studies and use this as catalyst for debate and interaction between the 5G PPP projects and those who will utilise the 5G innovations and technologies developed by projects. The study developed a robust methodological framework and short listing process to identify 29 KPIs to monitor 5G PPP projects receiving €700 million support, plus EU industry inputs, from the Horizon 2020 programme. KPIs were categorised into three groups: i) Operating KPIs likely to be achieved within two-years; ii) Performance KPIs likely to come to fruition at the end of 5G PPP projects; and iii) Societal KPIs that examine longer-term outcomes and impacts for consumers, businesses and different environments (cities, workplaces, homes etc.). The KPI shortlisting process included extensive stakeholder consultation. Stakeholder groups included: i) The 19 5G PPP projects; ii) Key stakeholders in the supply and value chains; and iii) Policymakers and representatives from Regulatory Authorities. The study also utilised an online 5G expert group (developed by the study team) with more than 250 5G expert members for online consultation.
