A Meta-Synthesis of Contractual Renegotiations of Public-Private Partnerships and Concessions

Contractual renegotiation is an emerging and significant theme in the context of Public-Private Partnerships (PPPs) due to its high incidence and potential impact on the sustainability of partnership models. This study presents a systematic review using a qualitative meta-synthesis method to enhance the understanding of renegotiations in PPPs. The review reveals significant methodological fields, determinants, and consequences of renegotiation. This review suggests that strong political institutions can lead to mutually beneficial renegotiation outcomes. The practical contributions elucidated in this study proffer recommendations to researchers and policymakers seeking to improve the efficacy of PPPs by reinforcing regulatory institutions, database development, and establishing autonomous PPP monitoring units.
