A study on integrated programming model of urban energy supplying based on sustainable development

According to the demand of exchanging texts between Chinese and German government, Chinese experts commenced the demonstration study of "urban energy supplying project based on the environmental demand and sustainable development" with the technology support of the experts of German technology cooperative company (GTZ). The demonstration city is in north of China, in the city of Hohhot. During the study, we have developed "Integrated Energy Programming Model, IEPM" which is suggested by German experts. The fundamental principle of this model has been extensively used by German energy consulting company and has been applied effectively in the urban energy programming in some advanced countries such as the USA, Japanese, Israel, and Europe. How effectively has it been used in the developing countries or regions? This project provides a meaningful case. The purpose of this paper is to find ways how to develop and apply IEPM to put forward effective local energy policy proposals according with the environmental demand for energy policy implementing institution.
