An Analysis of Estimates Arising from the Tennessee Econometric Model as Presented in an Economic Report to the Governor : A Report to the State Funding Board, 1995

The Comptroller of the Treasury of the State of Tennessee is required by law to provide the State Funding Board with an assessment of the "reasonableness" of the state's economic forecast. No definition of "reasonable" was provided in the law. This report provides an empirically grounded standard for assessing the reasonableness of the forecast, based on the superiority of the forecast estimate to a "strawman" prediction using last year's figures
