Antidumping Investigations and the Pass-Through of Antidumping Duties and Exchange Rates : Comment

Blonigen and Haynes (2002) calculated that pass-through of antidumping duties estimates to U.S. pricing of 200% would be required to eliminate potential antidumping duties. In empirical testing, the authors found pass-through of approximately 173%. However, their initial calculation was based on an error in interpretation of U.S. antidumping practice; in fact pass-through of 100% suffices to eliminate potential antidumping duties. The empirical result is largely due to a separate cause, the practice of “zeroing” in U.S. antidumping reviews, a policy that is currently being contested. The authors' empirical results are directly relevant to the current debate on zeroing
