This paper is the Chilean contribution delivered to the conference "America Latina: sus dinamicas e implicaciones psicosociales y para la salud - un llamado a la accion" (Montevideo, November 12-15, 1990). The author sustains that health care and the environment's preservation are not exclusive responsibilities of the state. A more active participation of individuals and groups is urgently required
