Approach Paper: Evaluation of Rural Land Titling and Regularization Projects Title: Documento de enfoque: Evaluación de proyectos de titulación y regularización de tierras rurales

The IDB has been working on land titling and regularization projects since its founding. A first set of projects was financed between 1960 and 1995. In 1995, a second set of projects began with the objective of regularizing land ownership and improving its administration. As of December 31, 2011, twenty five projects of this type have been approved throughout the region. This evaluation will analyze the implementation and results of the latter set of projects. The evaluation will assess the relevance, efficiency, effectiveness, and sustainability of project results. The in-depth analysis of a sample of nine projects in four countries will constitute the core of the evaluation, and it will have a comparative approach.Abstract: Desde su fundación, el BID ha trabajado activamente en proyectos de titulación y regularización de tierras. Entre 1960 y 1995 se financió un primer conjunto de proyectos. En 1995 se comenzó a ejecutar un segundo conjunto de proyectos con el objetivo de regularizar la propiedad de la tierra y mejorar su administración. Al 31 de diciembre de 2011 se habían aprobado 25 proyectos de este tipo en la región. Esta evaluación analizará la ejecución y resultados del segundo conjunto de proyectos. La evaluación examinará la pertinencia, eficiencia, eficacia y sostenibilidad de los resultados del proyecto. El análisis a profundidad de una muestra de nueve proyectos en cuatro países constituirá el núcleo de la evaluación, la cual tendrá un enfoque comparativo.
