Assessment of efficiency of rendering services in the sphere of health care
In the structure of national economy of the Russian Federation, the public sector plays a significant role. The state performs a critical function for the population, has the largest national enterprises which determines the economic situation in the country. However, despite the leading role of the public sector for the economy of the Russian Federation, the quality of governance is recognized not high enough. And if the effectiveness of government programs still considered quite satisfactory, their efficiency is relatively low. Especially difficult situation in the health sector: Russia lags behind the advanced countries, as indicators of the health of the population, and the level of financing of the system of medical care that threatens the sustainable development of the country. At the same time, growth of volumes of financing health care is not possible because of the limited public resources and the relatively low returns, which bring investments in this sector. In this regard, the urgent problem of structural reforms aimed at improving the efficiency of use of resources in the national health system. These factors contribute to the need to develop principles, methods and ways of evaluation of efficiency in the provision of medical services.
