Best Value evolution: performance indicators in Scottish local government

Best Value in Scotland has developed as a distinct policy when compared with other parts of the UK. This article aims to examine the way in which performance indicators are being used in Scottish local government. The article identifies a number of factors which may influence the successful development of the policy within local authorities.
