Ccs Value Chain Optimisation to Maximise US Tax Credit Revenues in Wyoming

CCS can be an important technology to decarbonise the fossil-fuel dependent industry of Wyoming. Policy support for CCS is high, most significantly in form of tax credits for carbon sequestration under Section 45Q. However, CCS needs to be economically viable to attract investments from the private sector, which are required for its deployment. Therefore, in this work we present an optimisation tool to identify the most economical CCS infrastructure deployment, considering capture plants, storage sites and pipeline networks. The tool offers a high spatial and temporal resolution. It is applied to Wyoming as a case study, considering the 42 biggest point emission sources, and 17 potential storage sites. It is found that with historical lower 45Q rates only a limited deployment of CCS is economical, capturing 12 % of annual emissions at maximum. Enhanced oil recovery, which is associated with additional emissions from burning the oil, is preferred over geological sequestration in saline basins. With the recently agreed-upon higher 45Q rates however, a widespread deployment of CCS is viable and 95 % of all considered emissions are captured.
