Certain Findings of a Study on the Utilization of Labor Resources on Collective Farms
The problem of utilizing manpower resources is important for the development of agricultural production, for increasing labor productivity, and for improving the well-being of workers in agriculture. However, the organization of the rational utilization of labor resources in agriculture is hindered by the seasonal nature of production. In most regions throughout the nation, field work lasts 5-6 months. Yet, plant growing occupies the leading place in agriculture; the development of animal husbandry also depends on the state of plant growing. The majority of the collective farmers are employed in plant growing; therefore the underutilization of those working in that branch has a negative impact on the overall level of utilization of labor resources in agriculture. A large role in improving the utilization of manpower resources is assigned to the development of subsidiary industrial enterprises in the village for the initial processing and reprocessing of agricultural products as well as the creation of various crafts.
