Challenges, Solutions, Knowledge Models in E-Governance

The book has been compiled from selected papers, presented at the 5th International Scientific Conference “e-Governance”, held within the Days of Science of the Technical University-Sofia in June 2013. It highlights latest research achievements and practical solutions obtained in the field of e-Governance. The topics that have been selected by the editors concerned e-Governance, education and universities, e-Democracy, e-Governance in public and business organizations and knowledge models in e-Governance. The topics have been highlighted by the four chapters in the book. The first one focuses on e-Government and education revealing the way and extent of its application in universities. The second chapter refers to the relation of e-Governance to e-Democracy and reveals challenges to civic society and open government, practical solutions and experience of different countries. The third chapter refers to challenges, practical solutions and trends of e-Governance in public and business services. It covers various fields from data journalism to public services and especially services involving information and communication technologies. The last chapter considers knowledge acquisition and modeling in knowledge-based systems in general and their implementation in e-Governance. It covers issues referring to knowledge models – generation from analysis of text documents, building a semantic space and ontological representation. Another aspect of modeling included in this chapter refers to business and provides for predicting the success of new ventures
