Circular migration, segmented labour markets and efficiency : the building industry in Manila and Port Moresby

Current view that migration is a factor leading to the emergence of segmented labour markets, which in turn are believed to be barriers to efficiency, is challenged by comparing the 'closed' building industry labour market of Manila, where the circular migration pattern of building workers has been preserved, with the more 'open' one of Port Moresby.
