Cluster als Chance für nachhaltige Regionalentwicklung?
Die beiden Begriffe, „Cluster“ und „nachhaltige Entwicklung“, zählen wahrscheinlich zu den meistgebrauchten und überstrapaziertesten Termini unserer Zeit. Eine Zusammenführung dieser beiden Konzepte auf der Ebene der Region stellt daher ein riskantes aber auch ambitioniertes Unterfangen dar. Ziel dieser Arbeit ist es herauszufinden, welches spezifische Potenzial Cluster für die Erreichung nachhaltiger Entwicklung in Regionen haben können. Regionen spielen heute eine entscheidende Rolle bei der Umsetzung nachhaltiger Entwicklungsmodelle, wobei vor allem die interne und externe Vernetzung der Akteure eine der wichtigsten Strategien für deren Erfolg darstellt. Unternehmen sind essentielle Partner für die Verwirklichung nachhaltiger Regionalentwicklung. Dabei zählen große transnationale und nationale Konzerne ebenso wie lokale Klein- und Mittelbetriebe zu den Schlüsselakteuren im Prozess nachhaltiger Regionalentwicklung. Wachsende Erwartungen internationaler Abnehmer zwingen immer mehr Unternehmen dazu, soziale und ökologische Aspekte in ihre Geschäftspraktiken zu integrieren und der Trend zu so genannten Nachhaltigkeits-Fonds bekräftigt die Theorie, dass sich CSR durchaus auch wirtschaftlich lohnen kann. Jedoch sind Firmen keine unabhängigen Einheiten, deren Aktivitäten isoliert voneinander betrachtet werden können. Vielmehr ist die heutige Wirtschaft eine enge Vernetzung global agierender Akteure, die nicht nur miteinander konkurrieren sondern auch, oder vor allem, kooperieren. Cluster stellen eine spezifische Form von Kooperation dar, die in den letzten Jahren zunehmend an Bedeutung gewonnen hat. Sie können als geografische Ansiedlung von miteinander verbundenen Unternehmen, spezialisierten Lieferanten, Dienstleistern und Institutionen definiert werden. Nicht nur in den nördlichen Industriestaaten ist ein wahrer Clusterboom zu beobachten. Auch im globalen Süden werden Clusterinitiativen immer öfter als Instrument der regionalen Wirtschaftsentwicklung eingesetzt. Während die Bedeutung von Clustern für die wirtschaftliche Wettbewerbsfähigkeit von Regionen weitgehend unumstritten ist, existieren bisher kaum wissenschaftliche Arbeiten die den Einfluss von Clustern auf die soziale und ökologische Entwicklung von Regionen untersuchen. Die vorliegende Arbeit soll daher einen Beitrag zum wissenschaftlichen Diskurs in Bezug auf Cluster und nachhaltige Regionalentwicklung leisten. Es wird untersucht, wie die Vorteile, die sich aus regionalem Bezug und räumlicher Nähe, strategischer Zusammenarbeit und konstruktiven Wettbewerb sowie dem großen Einfluss externer Akteure und der Integration in globale Produktionsnetzwerke ergeben auch dafür genutzt werden können, verantwortungsvolle Unternehmenspraktiken und gemeinsame CSR-Aktivitäten zu fördern. Cluster formen sich meist um die endogenen Potentiale einer Region und stärken daher ein regionales Identitätsgefühl und die Partizipation der Clusterunternehmen im Prozess nachhaltiger Regionalentwicklung. Die Konzentration von Unternehmen in einem Cluster hat häufig positive Beschäftigungseffekte für marginalisierte Bevölkerungsgruppen und kann daher auch zur Armutsreduktion in einer Region beitragen. Der Cluster-Ansatz fördert die Bildung von stabilen Kooperationen und Netzwerken und erleichtert die Umsetzung internationaler Nachhaltigkeitsstandards. Die Zusammenarbeit im Cluster unterstützt Wissensentstehung, knowledge spillovers sowie gemeinsames Lernen und fördert damit nachhaltige Innovationen, mehr Effizienz und gesteigerten Lebensstandard. Lokale Behörden, Bildungseinrichtungen sowie NGOs und die Zivilgesellschaft haben erheblichen Einfluss auf die Cluster-Aktivitäten und sind in der Lage, verantwortliche Geschäftspraktiken im Cluster zu forcieren. Auf der anderen Seite kann das rasante Wirtschaftswachstum in der Region auch zu höheren Lebenshaltungskosten, vermehrten sozialen Disparitäten und der Abwertung anderer Regionen führen. Absprachen zwischen den Clusterunternehmen und der lokalen Regierung können die Position der ArbeitnehmerInnen schwächen und so zu einer Senkung der Löhne und einem Sozial- und Umweltdumping führen. Cluster erleichtern die Integration lokaler KMUs in globale Produktionsnetzwerke, hindern diese jedoch häufig daran, ihre Position als Zulieferer niedriger Wertschöpfungsstufen zu verbessern. Bezugnehmend auf Fallbeispiele aus der jüngsten Clusterliteratur, Publikationen international führender Organisationen im Bereich der Clusterentwicklung sowie persönliche Recherchen in Mexiko wird der Frage auf den Grund gegangen, ob und unter welchen Voraussetzungen die Zusammenarbeit im Cluster für Unternehmen und die gesamte Region nicht nur wirtschaftliche Vorteile bringt, sondern auch dazu beiträgt, soziale und umweltpolitische Verbesserungen zu erzielen, die Unternehmen alleine nicht erreichen könnten. Solche Cluster könnten nicht nur einen Wettbewerbsvorteil kreieren, der auf der Erreichung einer nachhaltigen Entwicklung basiert, sondern auch zu einem sustainable upgrading der Region und damit mehr responsible competitiveness beitragen.
