Communal Councils and Technological Gap

The political project of the current presidential term (1999-2013), introduces the concept of participatory democracy, as part of a new management model, in which citizens also have rights, duties also in the search for efficiency through decisions. (Constitution, Official Gazette, No. 5433) The Law on Communal Councils, Article 2 states that: the communal councils in the constitutional framework of participatory democracy, are instances of participation, articulation and integration between citizens, civic and community organizations, social and popular movements that allow the people to exercise community governance organized and direct management of public policies and projects to meet the needs, potentials and aspirations of communities in building the new model of socialist society of equality, equity and social justice. It is then a process of training and capacity building for both the State and society, seeking more efficient management of shared responsibilities, in what would be a true transformation of paradigms in terms of governance refering to Venezuela. But despite the impetus that has been given as to the appropriation of technologies, the digital gap remains a major obstacle to the participation of communities in defining their social projects, which means a challenge significant both for the State and for the Company. In this situation is the rural community "The Pernal", which was the object of study of this paper, in order to determine the level of the digital gap present in the people who make up the community council
