Components of Expert's Knowledge in the Field of Examination of Educational Programs

The article is devoted to the analysis of components of expert’s knowledge. Expert knowledge in the field of examination of educational programs consists of three components: 1. The theoretical component, that is, the knowledge of the specific features of that area of scientific knowledge or discipline by which the educational program was created. 2. practical knowledge, that is, the experience of teaching in this field. In this case, the experience in the field of school and higher education is important. 3. independently - regulatory knowledge, that is, the individual focus on the expert's activity manifested in the ability to combine theoretical and practical knowledge in the field of examination of educational programs. On this basis, any examination has three components: 1. Theoretical. Expertise based on theoretical knowledge in the field, possession of scientific literature and different approaches to the study of the object which should be evaluated and verified. 2. Practical-methodical examination as the evaluation method based on the results of scientific-pedagogical research directed on the revealing the future trend of development of this phenomenon as the object of analysis, its verification and evaluation. 3. The activity component. Expertise can be considered as the complex of actions, including obtaining data and analyze this data and balanced assessment of this phenomenon. Expertise in the process includes the activities of experts (external expertise) and the teacher, the manager (self-examination). We made the conclusion that despite the presence of the evaluation component in the examination, it cannot be considered as the synonym for assessment since the examination of educational programs includes not only the evaluation component but also methodological, practical and other aspects
