Conditions for Transition to an Innovation Economy

The author shows that the primary objective in the process of converting the Russian economy to an innovation economy from one that is dependent on raw materials is to eliminate the disconnectedness of legal regulations, systematize statutory regulations, and establish unified principles for carrying out innovation activity.
