Conducting Surveys with Proxies: Evaluating a Standardized Measure to Determine Need.

This working paper describes a three-question telephone screener used with the National Beneficiary Survey to standardize interviewers' assessments of whether sample members had the capacity to complete a survey or if a proxy was needed. Results show that interviewer training on how to use the screener dramatically improved the accuracy of determining the need for a proxy.
