Contribution of LIFE in supporting dissemination of information and governance of environmental and climate aspects : support to the ex-post evaluation of LIFE 2014-2020
The case studies aim to illustrate the contribution of LIFE programme towards the achievement of its objectives and the impacts generated by the funded project interventions. As agreed with the Commission, the aim of the case studies is to provide illustrative examples of interventions with impact across a group of projects - as representative as possible. As such, the case studies will illustrate LIFE programme impacts and do not provide quantifications of the programme's overall impacts. To mitigate for this limitation, the macro impacts methodology will provide an approach that is top-down and aims to quantify impact. Throughout the case study we aim to illustrate with concrete examples how the funded interventions contributed to the achievement of the programme's overall objectives. The case studies illustrate the programme as well outcomes and impacts. By providing evidence of the contribution of LIFE projects towards the achievement of the programme's overall objectives. These case studies serve as an important tool for evaluating the impact of the LIFE programme in achieving their overall objectives as indicated in the LIFE 2014-2020 Regulation. With these specific objectives in mind, the case studies will aim to provide an answer on specific evaluation questions under the criteria of relevance, effectiveness, efficiency, coherence, and EU Added value. The analysis will include for each case study: - Section 1: the storytelling - what happened, and the context in which it occurred; - Section 2: the narrative of the chain of change - how things happened, confirmed by key findings from the selected projects' analysis. - Section 3: insights on plausible link between the impacts and the programme - what this means, illustrated by key examples. - Section 4: Conclusions and how the case study results feeds into the other analysis undertaken in the framework of the ex-post evaluation.
