Contribution of Nonpayment of School Levies by Parents on Staff Performance in Public Secondary Schools in Baringo County

The study sought to establish contributions of nonpayment of school levies by parents on staff performance, since there has been a growing concern on the deteriorating services rendered in public secondary schools in Kenya. While carrying out the study, the researcher adopted a descriptive survey design. The researcher targeted 31 public secondary schools in Baringo County. A sample size of 30% was sampled out from the 31 public secondary schools using stratified random sampling technique to get 9 public secondary schools. A sample size of 30% of 300 teachers and 186 Board of Management members (BOM) was obtained from the sampled public secondary schools. The sample size consisted of 90 teachers and 55 BOM members. Purposive sampling technique was used to select BOM members while stratified random sampling technique was used to select the teachers. Questionnaires were used as data collection instruments. The data collected was analyzed using descriptive statistics with the help of SPSS (Statistical Package for the Social Sciences version 20 for windows) program. Findings from this research provided comprehensive recommendations to the interviewed schools, the Ministry of Education and other sponsors of education in secondary schools on the importance and benefits of proper planning and formulation of effective and excellent management policies and practices. Further studies were instituted through workshops and seminars. Based on the findings, it can be concluded that; non-payment of school levies is a critical threat to schools as far as staff performance is concerned. The study recommended that, School management should ensure that its employees get regular workshops and seminars to equip and motivate them for excellent performance to be attained; School managers should come up with strategies that will allow for timely payment of school levies. Parents should be informed of the importance of paying school levies. Since service delivery is pegged against payment of school levies, parents should be called to attend regular school meetings to discuss the way forward on school levies; All the stakeholders that contribute to quality of service delivered should be consulted when it comes to matters pertaining to non-payment of school levies
