The Costs and Benefits of Lifelong Learning: The Case of the Netherlands - This study develops a model to calculate the costs and benefits of policy measures aimed at stimulating on-the-job training at the sector and macroeconomic levels. Model parameters are estimated from data gathered from employers and employees in the Netherlands. Six policy scenarios are simulated using the model.
