Current Problems in Improving Planning (Based on Experience Derived from Working on the Ninth Five-Year Plan)
Soviet planning has been developing for half a century. During this period, its organizational principles, methods, and forms have been continuously improved. They underwent further development in the process of elaborating the Ninth Five-Year Plan. During the compilation of this plan, organizational and methodological principles of long-term planning under the conditions of the economic reform were elaborated. In accordance with the decisions of the Twenty-Third Session of COMECON, the USSR Gosplan together with the planning organs of COMECON member nations elaborated more sophisticated forms and methods for coordinating the five-year plans for the development of the national economies of member nations in this international organization. Considerable experience was amassed in the collaboration of planning organs and scientific research institutions.
