2004년 기본골격 합의 도출 이후 특별한 성과를 내지 못한 채 계속 표류해온 DDA 협상이 인도네시아 발리(Bali)에서 개최된 제9차 WTO 각료회의(MC9: The 9th Ministerial Conference)를 통해 12년 만에 발리 패키지를 도출하는 성과를 이루어냈다.The 9th WTO Ministerial Conference in Bali reached agreement in December 2013 on a package of measures that form a small component of the much wider Doha Development Round agenda.
