Design for Estimating the Net Outcomes of the State Partnership Initiative.

Describes the design of an evaluation to study key outcomes for people with disabilities who participate in innovative state projects that promote employment, particularly those who receive Supplemental Security Income or Social Security Disability Insurance. The strategies involve different approaches that 1) help people understand how the Social Security system works, 2) provide waivers that make work more attractive, 3) improve coordination within the overall service system, 4) provide job placement services, and/or 5) persuade employers to hire people with disabilities. The design will produce estimates of how the state projects change the employment, earnings, benefit receipt, and total income of participants.
