Developing Exploratory Model for Anticorruption Policy Making in Afghanistan
Administrative corruption is twin with human birth and there is no country without corruption. However, this phenomenon exists more in developing countries, especially post- conflict countries whose political stability, economic and social capital, and cultural have been destroyed by war. As Afghanistan is an example of these countries which is also indicated as one of the most corrupted countries in the Transparency International report among 180 countries in the world. In spite of the documented policies and several public and private empowered agencies, not only corruption in Afghanistan could be reduced but the day-to-day it has widened its roots in all over this country. Considering the current status quo, the main purpose of this research is to develop an Exploratory Model of Anti-Corruption Policy Making in Afghanistan. This research is based on a grounded theory method. The populations of this research are Afghanistan professors at Herat and Kabul Universities, senior managers of public and private organizations. 70 members of the elites are interviewed in this study, survey questions are answered and the final model is obtained. To validate the model, 30 members participated in the design of research surveys. Findings show that challenges which create the ways for corruptions in Afghanistan include the weakness of the rule of law, cultural weakness, weakness in the meritocracy, the weakness of accountability and responsibility, weakness in professionalism and political stability, economic weakness, weakness of character and mental and emotional disorders, and the dependency of political power to economic power. Is the main factor increasing Administrative corruption and good governance, strategy to achieve a healthy society and transparency is obtained? The causal conditions include the implementation of the law without discrimination, responsibility and accountability, participation and pluralism, legality, merit and professionalism, transparency, monitoring, evaluation and strong will to fight administrative corruption. The context conditions include the political development, economic development, socio-cultural development, administrative decentralization, egovernment, basic and applied research development, the elites attendance in the formulation of policies, strong database accessible to all people of society, free media and independent had achieved the Intervening conditions to reduction of administrative corruption in Afghanistan. If our government system proceeds with the implementation of good governance indicators, it can have a major role in reducing corruption. According to the rating criteria and administrative health Corruption Perception Index Countries that were more transparent governance indicators were also higher rank. If Afghanistan practices the indices of good governance in its administrative system, this social cancer of corruption can be treated
