Development of a system of common indicators for European Regional Development Fund and Cohesion Fund interventions after 2020 : Part II: Thematic objective 2, 7, 8, 9, 10, 11

This is the second part of the study 'Development of a system of common indicators for European Regional Development Fund and Cohesion Fund interventions after 2020'. The study assesses the possibility of expanding the current list of common output indicators and the feasibility of developing a list of common direct result indicators for post-2020 ERDF (European Regional Development Fund) and CF (Cohesion Fund) interventions, amounting to Eur 350 billion for 355 operational programmes in the 2014-2020 period. This study builds on the current programming period and is based on lessons learned from other programming experiences within and beyond the European Structural and Investment (ESI) Funds framework. This part of the study proposes a list of candidate common output and direct result indicators on TO (thematic objective) 2 'Enhancing access to, and use and quality of information and communication technologies (ICT)', TO 7 'Promoting sustainable transport and removing bottlenecks in key network infrastructures'; TO 8 'Promoting sustainable and quality employment and supporting labour mobility', TO 9 'Promoting social inclusion, combating poverty and discrimination', TO 10 'Investing in education, training and lifelong learning' and TO 11 'Improving the efficiency of public administration'. These proposals are based on literature review, analysis of the use of 2014-2020 common and programme-specific output indicators and consultation with administrative bodies and Managing Authorities. These represent a sample of programmes, selected considering the EU allocation for each thematic objective.
