Developmental guidelines in the early stages of the battle for economic reform and some questions of macroscopie

The article discusses what economic environment is required for economic reform in the PRC and guidelines for economic development in the initial stage of reform. The essential need to reinforce macro-economic controls. Widespread violation of fiscal and economic discipline. The role of the banking system in macro-economic controls.
