Educational Programs in Russia as the Object of Expertise

The paper is devoted to the analysis of the expertise of educational programs. Educational programs as an object of expertise are presented in the scientific works of Russian researchers Likhachev B.T., Medvedkova I.B., Bratchenko S.L., Y.G.Plinner, V.A.Bukhvalova. Scientifical and methodical base for the study of educational programs as object of expertise was formed by such works of such scientists as Makarova N.S., Kolesnikova I.A., Gorchakova-Sibirskaya M.P., Avanesova G.A. , Pisareva S.A. , Duka N.A., Makarova N.S., Chekaleva N.V. and others. These authors formulated the basic principles of the examination of educational programs, the peculiarities of pedagogical expertise, the main stages of the technology of examination of the educational program. Analysis of psychological and educational literature showed that there are different approaches to determining the essence of pedagogical expertise. In our opinion pedagogical expertise is the special way of investigation of educational reality, made by competent experts, who give comprehensive assessment and the project for the development of this reality. The main tool of expertise of educational programs is the expert's opinion and assessment. We made the conclusion that pedagogical examination can be examined through characterization of its methods (GG Azgaldov, NA Kulemin, etc.); criteria for selecting experts (NA Kitaev, VS Cherepanov, etc.); ethics of expert activity (MV Clarin, AI Subbeto, etc.); justification of the assessment of educational institutions and workers (VI Zvereva, Ya.G.Pliner)
