Effects of the Alternative Development Program on Forced Displacement : The Tumaco Case (1999 - 2017)
In this research, through the Difference-in-Differences (DID) method, the influence of the Alternative Development Program (ADP) was measured based on the number of forced displacements in Tumaco City (Nariño), during the period 1999–2017. Using Florencia City (Caquetá) as a control, the effect of the implementation of the ADP on forced displacement in Tumaco was compared. The results show that the number of forcibly displaced people increased by an annual average of 529 per 10,000 inhabitants compared to Florence. Therefore, it can be concluded that this policy caused unexpected negative effects on the population
