eGovernment Benchmark 2016 : a turning point for eGovernment development in Europe?; Volume 2: Executive summary
This "Background report" complements the Insight report and provides detailed measurement results from the eGovernment Benchmark 2016, related to the key priorities in the eGovernment Action plan. It presents the method, pan-EU findings, and contains country-specific fact sheets. This is aimed at those who design, lead and implement eGovernment initiatives in EU countries. In this background report, the eGovernment Benchmark framework is explained and the indicators are placed in the context of the 2011-2015 eGovernment Action Plan. This demonstrates how the measurement contributes to monitoring these policy priorities. It concerns three eGovernment focus areas: 1. For the policy priority User Empowerment: 'Empowering Government', split into 'User-centric Government' and 'Transparent Government' 2. For the policy priority Digital Single Market: 'Seamless Government', covering 'Cross-border Business Mobility' and 'Cross-border Citizen Mobility' 3. For the policy priority Pre-conditions: 'Smart Government', assessing 'Key Enablers' Besides the aggregated view on the performance in these four areas, the report describes four Life Events that were assessed: Regular business operations, owning a car, moving and starting a small claims procedure. Country fact sheets summarise results per country. Finally, this report contains detailed explanation of the method used for the explorative cluster analysis and its results.
