Evaluación del Mecanismo Independiente de Consulta e Investigación (MICI) Title: Evaluation of the Independent Consultation and Investigation Mechanism (ICIM)

La presente evaluación del Mecanismo Independiente de Consulta e Investigación (MICI) del Banco Interamericano de Desarrollo responde a dos mandatos. Por una parte, en la política constitutiva del MICI se estipula que "El Directorio solicitará una evaluación independiente sobre el Mecanismo dos (2) años después de la fecha en que éste entre en vigor". El Directorio confió dicha tarea a la Oficina de Evaluación y Supervisión (OVE). Por otra parte, en el contexto de la evaluación del Noveno Aumento General de Capital del BID, se encomendó a OVE examinar la ejecución de los mandatos del Noveno Aumento. Uno de esos mandatos tiene que ver con la creación e implantación efectiva del MICI, lo que incluye su dotación de personal y la aplicación paulatina de todas las políticas operativas previstas en la política aprobada del MICI. La evaluación sugiere una reestructuración del Mecanismo para asegurar su efectividad.Abstract: This evaluation of the Inter-American Development Bank's Independent Consultation and Investigation Mechanism (ICIM, more commonly known by its Spanish acronym MICI) responds to two separate mandates. First, the policy establishing MICI stipulates that "two years after the effective date of the Mechanism, the Board shall request an independent evaluation of the mechanism." The Board requested that the Office of Evaluation and Oversight (OVE) undertake that evaluation. Second, in the context of the evaluation of IDB's Ninth Capital Increase (IDB-9), OVE was asked to review the implementation of the IDB-9 mandates. One of these mandates pertains to the establishment and effective implementation of MICI, including its staffing and the phasing in of all operational policies contemplated in the approved ICIM policy. The evaluation suggests a complete overhaul of the Mechanism to make it truly effective.
