Evaluation of measures for agriculture carried out for the outermost regions (POSEI) and the smaller Aegean islands : executive summary

This evaluation commissioned by the DG Agriculture and Rural Development (DG AGRI) of the European Commission aims at providing an overall independent assessment of the impacts of the measures for agriculture carried out for the outermost regions (ORs) and smaller Aegean Islands (SAI) within the context of the CAP. The overall objective of this evaluation is to assess the impacts of the POSEI/SAI programmes with respect to achieving the objectives laid down in Council Regulations (EC) No. 247/2006 and their implementing Regulations, in the Regulation of the European Parliament and of the Council No 228/2013 (where the ORs are concerned), and in Regulations (EU) No 1405/2006 and (EU) No 229/2013 (where the SAI are concerned). In particular, the effectiveness and efficiency as well as the relevance of the instruments and their coherence with other measures have also been assessed. Similarly, the EU added value, administration and management have been examined as well as the ability of the programmes to address particular agriculture-related problems linked to the geographical locations. The scope of the evaluation concerns two main instruments covered by the above-mentioned Regulations, namely: (i) the specific supply arrangements (SSA), and (ii) the measures aimed at assisting local agricultural production (SLP). The evaluation covers the eight ORs: the Canary Islands (Spain), the Azores and Madeira (Portugal) and the French overseas departments (Guadeloupe, French Guiana, La Réunion, Martinique and Mayotte); as well as the smaller Aegean Islands. However, Mayotte is only covered in the descriptive part of this report. The examination period covers the time-span from the entry into force of Regulations (EU) No 247/ 2006 and (EU) No 1405/2006 (for Mayotte from 1 January 2014) until the end of 2014. The evaluation was carried out between June 2015 and August 2016.
