Factor Analysis of Evolution of Russian Energy Efficiency: Metodology and Outcomes

Pilot application of the energy efficiency and energy savings accounting system in Russia and energy consumption growth decomposition analysis have shown that: 1) its creation is possible even based on non-comprehensive statistical base; 2) its application provides non-trivial results and shows that impressive GDP energy intensity decline in 2000—2010 was mostly (by 80%) driven by structural factors with limited contribution of technological ones. Russia has failed even bridging the technological gap with advanced economies. Facing slowing economic growth in years to come, the federal policy to improve energy efficiency is to be focused on providing incentives for more dynamic penetration of energy efficient technologies to strengthen Russian economy competitiveness and energy security.
