Financing public sector development expenditure : the Asian experience

The article analyses the factors that have contributed to the growing constraints on saving faced by the public sector in seven Asian developing countries (Bangladesh, India, Indonesia, Nepal, Pakistan, Philippines and Thailand). After examining the shares of public sector saving and investment in total saving and investment and the trends in budgetary revenue and expenditure, the paper assesses the performance of public sector enterprises, particularly in their saving effort.
