It is shown that the coefficients of friction and diffusion of the magnetic Balescu-Lenard equation describing the interaction of ion test particles with electron field particles can be derived from two scalar potentials, which reduce to the potentials derived previously when wave effects are neglected. The parts of the potentials describing “wave effects” are evaluated explicitly in the case of Maxwellian electrons and the results are compared with the unmagnetized Rosenbluth potentials. The correction is dominant when η = Ωe/ωe⪢ 1.
