Good Governance & Community Participation Efficiency Improvement of Local UUU's in Handling Participatory Planning Projects
Most of the Egyptian cities are confronted with serious urban problems, where this situation requires interactive and efficient management, as well as using innovative approaches at the local levels. The concerned local bodies whom are stacked with problems having limited resources and particularly shortage of adequate, skilled and experienced staff. Although, the National Urban Policy Study for Egypt (NUPS) issued on 1982, recommended to strengthen capacities of Local Governments. Many initiatives, training and capacity building programs have been conducted, and despite all those efforts, the problems remain. Recently, the government adopted an ambitious program to insert Participatory Planning Process at all level, which was applied in preparing comprehensive and strategic plans for villages, medium size cities, as well as for new towns.Recently, the German funded prorgam of the PDP (Participatory Development Program) advised to create locally based entities under the title of local Urban Upgrading Units (UUU's) to be located at the district levels and having direct contact with local problems to reach practical solutions. Such an initiative revealed from structured analysis of the current situation, and directed towards a realistic approach. Henceforth, the researchers were involved in designing and conducting on-the-job training programs for UUU staff of selected districts within GCR. Those programs covered various topics related to urban development with particular emphasis on the issues of participatory planning, and were scaled upon clear performance indicators for the trained local staff from UUU's.Therefore, This paper explores the process adopted in designing and conducting local capacity building programs on UUU levels, and hence illustrates the methodologies applied to test the shifts of local staff' performance. Furthermore, it highlights potential future prospects to cover not only the existing cities, but also expand it to handle the new cities for developing and maintaining services & infrastructure and yet to manage the whole process of urban development schemes
