Summary: The challenge of terrorism is urgent, yet complex and uncertain. It is against this difficult background that the European Union and its 27 Member States have sought to co-ordinate and implement effective counter-terrorism policies. This study asks how the EU can forge a useful and durable link between its internal security requirements and its external security objectives, in order to ensure that the EUu0092s response to the challenge of terrorism is as comprehensive and effective as possible.
