This report is divided into six further chapters. Chapter 1 defines the concept of aid effectiveness within the framework of the Paris Declaration. Chapter 2 provides a brief glance at EU development assistance and then looks at EU efforts to promote aid effectiveness, both in terms of broad EU initiatives and of reforms to the EC. Chapter 3 lays out the rationale for selecting the three case studies chosen for this project. The following three chapters, Chapters 4, 5, and 6, consist of the case studies themselves, on Cambodia, Mozambique and Peru, respectively. Drawing on those three previous chapters, Chapter 7 provides a synthesis analysis of the three case studies and outlines some of the main challenges and lessons that derive from them.
